As the story unfolds, Superman encounters a new villain named the Spellbinder, who's able to hypnotize individuals, crowds, and ultimately the whole city of Metropolis using a gadget in his costume. Superman briefly falls victim as well, allowing the villain to escape.

Building a giant TV set that floats over the city, Superman hypnotizes all of Metropolis as a preventive measure, to keep the Spellbinder's powers from working on anyone.

Deciding he'd better put in an appearance as Clark Kent, who's been AWOL since early in the story, Superman does the usual costume changing bit in the WGBS wardrobe room, where he gets a nasty surprise...
